Development Control

Town Planning Schemes and Maps

The City of Albany Town Planning Schemes 1A (main urban area) and 3 (urban fringe and rural areas) provide the framework for land use planning in Albany. Each scheme is a document that controls how land may be used and developed. Each land parcel is “zoned” for an intended purpose and development standards are prescribed for that zone.

The scheme text and maps can be downloaded from the Western Australian Planning Commission’s website. Below are the links to the appropriate pages.

Western Australian Planning Commission

The Western Australian Planning Commission has developed a number of policies that cover specific development circumstances within the State. Among those are policies on coastal setbacks, residential design guidelines, acid sulphate soils and farm forestry. The commission is also responsible for assessing and approving subdivision applications (this task is delegated to officers within the Department of Planning and Infrastructure).

Town Planning Scheme Policies and Guidelines

Policies and guidelines are put into place to guide development of individual sites within the City of Albany and to provide the community with a clear understanding of what the Council aims to achieve on individual development sites.

The policies are prepared for the benefit of property owners, developers and the Council, to ensure a consistent approach is taken and to maintain a high quality of development within the City.

Adoption of a policy involves the following process:

  1. Draft document prepared
  2. Draft adopted by Council for public advertising purposes
  3. Public consultation (advertising for 21 days)
  4. Submissions considered and final adoption by Council
  5. Adopted policy advertised
Town Planning Scheme Policies and Guidelines are an essential supplement to the City’s Town Planning Schemes and they are brought into effect by the provisions of the Scheme.

Public Open Space Contribution Policy (3 to 5 lots) (55KB)
The main objective of this policy is to ensure that sufficient public open space is provided for the enjoyment of local residents in areas of the City subject to infill subdivision. The policy will: (a) Provide a set of guidelines as to when the Council will request the provision of public open space, whether through land acquisition or a cash-in-lieu contribution, for subdivisions creating between three and five lots. (b) Provide guidance and direction to the development industry and the community in relation to public open space contributions for subdivisions creating between three and five lots.

This management plan has been prepared to assist the City of Albany in its management of the Cosy Corner Reserve and as a community initiative to address potential land use conflicts at Cosy Corner.

Structure Plans and Development Plans

Local Structure Plans are usually focused on the neighbourhood scale. These plans are generally prepared at a scale of 1:5000 and provide a comprehensive physical framework for the assessment of subdivision and development applications in respect of residential (and sometimes industrial or other specific uses) and city centre precincts. Local structure plans are useful for assessing zoning proposals where it is considered necessary to determine the physical form of the locality first. Precincts or neighbourhoods may be bounded by district distributor roads or other major constructed forms or natural features such as wetlands, open space, railways and so on.
