Looking after Albany’s community assets

City Assets is one of three teams that make up the Works and Services department, and is responsible for three primary functions:

  • Asset management
  • Council infrastructure design
  • New development

Below is a description of the services the division provides under the three areas of responsibility. For more information about City Assets phone 9841 9201.

Asset management

The asset management section ensures that the City’s infrastructure, such as roads, paths, drainage and so on, is maintained in an appropriate condition at minimum long-term cost.

To be able deliver this service, the team is required to gather information that is clear and current to aid in the developoment of master plans for assets.

To produce master plans, the asset management section has developed databases that hold information on all the City’s infrastructure assets, and carries out regular inspections to determine the condition of the assets.

A geographic information system, developed and operated by the section, is linked to the databases to produce maps suited to infrastructure management.

The section also provides information to other agencies, such as Main Roads WA, which is essential for the external funding the City obtains for infrastructure maintenance and upgrades.

Capital works programs for the infrastructure are developed by the section as part of each year’s City budget.

Infrastructure design

The infrastructure design section is responsible for delivering detailed design drawings for projects identified through the asset management process.

This may include:

  • Producing a concept plan and estimate of the project, for use in budget or funding submissions
  • Identifying areas of conflict within the design, (such as existing services that require relocating).
  • Preparing designs that conform to relevant standards
  • Obtaining all approvals for the works to proceed, (such as clearing permits from the DEC)
  • Providing construction drawings for the City Works team or private contractors
  • Providing engineering advice for the construction team

New development

The role of the new development section is to provide engineering assessment and advice on subdivision and development applications.

The team’s objective is to ensure that development in the City of Albany meets acceptable standards, producing a beneficial asset for the Albany community, and satisfies the needs of residents in the area.

For subdivision development, the team provides the following services:

  • Assessment of initial application for engineering requirements
  • Administration of the engineering conditions of the subdivision approval
  • Review of submitted detail design drawing and specifications for compliance with WAPC conditions, and advice of amendment required or approval for construction
  • Inspection of works, and issue practical completion when works meet the requirements of the approval
  • Clear engineering conditions to Development Services section for creation of new titles
  • Ensure compliance during subdivision defects period

For new developments, the team provides:

  • Assessment of initial application for engineering requirements
  • Request to the Development Services section for relevant engineering conditions to be imposed on the development approval
  • Review of submitted detail design drawing and specifications for compliance with development approval conditions, and advice of amendment required or approval for construction
  • Engineering support to the Development Services section during construction and completion of works, for compliance with engineering requirements
