Quotes and Tenders

Objective

The Local Government Act 1995 and Local Government (Functions and General) Regulations 1996 govern how the City of Albany undertakes its purchases. The legislation provides a guide to officers' decision-making to ensure that purchases are equitable and transparent to suppliers of good and services, and that the City receives best value for money.

Quotations (minimum requirements)

Minor quote

  • A purchase from $1,001 to $4,999 - two verbal quotes
  • A purchase from $5,000 to 19,999 - three verbal quotes

Major quote

  • A purchase from $20,000 to $99,999 - three written quotes

Tender

  • A purchase of $100,000 or more - tender

Tenders

The City is required to undertake certain statutory procedures when a purchase is expected to be $100,000 or more, and in some circumstances, for high-risk purchases, less than that.  These procedures ensure that an open, fair and competitive process is available to those wishing to supply the goods to the City. When performed effectively, the process will result in the City receiving the best value for money for the purchase of significant goods and services; this does not always mean the cheapest.

Guidelines for contractors

This document is complementary to other documents relating to the tendering, acceptance, conduct and review of contracts and quotations. The instructions and guidelines contained herein are not intended to be comprehensive but are designed to complement State Acts and Regulations that also apply to all work within the City of Albany.

Contractors engaged by the City will need to comply with these conditions. The City may also require written proofs (where applicable) before commencement. To download relevant documents click on 'Guidelines for Contractors'.

These guidelines detail extra requirements with which contractors must comply when entering into contracts with the City of Albany.

Buy Local Policy

The purpose of the City of Albany Buy Local Policy is to facilitate local economic development by encouraging the retention of the City's expenditure within the local economy.

A price preference will apply to all tenders invited by the City of Albany for the supply of goods and services and construction (building) services, unless Council resolves that this policy not apply to a particular tender. To download relevant documents click on 'Buy Local Policy'.
