RD.RDC.8 - Proposed permanent road closure – Portion of Woolstores Place (Closed)


Under Section 3.50(1)(a) of the Local Government Act 1995, a local government may, by public notice, order that a thoroughfare it manages be closed to the passage of vehicles exceeding 4 weeks.
A 200m portion of the north-eastern section of Woolstores Place was temporarily closed in 2004. This closure was to facilitate security of the adjoining land while demolition of the buildings at 34 Woolstores Place was to be undertaken. A gate and fencing was installed across the road as part of an exclusion cordon for public safety due to the handling of asbestos. The proposed demolition was not carried out and the infrastructure has remained in place.
Although the fence and gate limit vehicular access, pedestrian and cycle access remains and this section of Woolstores Place is part of both the Bibbulmun Track and Munda Biddi Trail.
There are a number of public safety concerns that would be raised should the road be re-opened in its current state. These include opportunities for illegal dumping and antisocial behaviour, given the limited surveillance of the area. The only landowner affected by this road closure is the original proponent of the proposed demolition. No other landowners are affected.

Therefore the City intends to permanently close this portion of Woolstores Place to motor vehicles until further notice.
