Draft Local Planning Scheme No 2.

City of Albany has undertaken a review of Local Planning Scheme No.1 and is seeking feedback from community in relation to proposed changes within the draft scheme, Local Planning Scheme No. 2.

Local governments are responsible for ensuring appropriate planning controls exist for land use and development across their municipality. A Local Planning Scheme allows each local government to manage this requirement effectively.

The City’s current Local Planning Scheme No.1 was adopted in 2014 with the aim to provide strategic direction that will ultimately deliver a more liveable environment.

In 2019, the City adopted a new Local Planning Strategy that recommended the delivery of a more compact city. It also recommended amendments to the scheme that are proposed to be implemented through draft Local Planning Scheme No. 2.

Key changes between Local Planning Scheme No. 1 and draft Local Planning Scheme No. 2 include new zone, reserve and land use classifications, transitioning from ‘Light Industry’ zone to ‘Mixed Use’ zone for some precincts on the fringe of the CBD and removal of the ‘Special Residential’ zone.

Executive Director Infrastructure, Development and Environment Paul Camins said Local Planning Scheme No. 2 will enable the City to adapt to future population growth and demand in the municipality.

“The City wants to ensure that there is a plan for how our land is used in the coming years, that considers our growing population and diverse community needs,” he said.

Mayor of Albany Dennis Wellington said the creation of draft Local Planning Scheme No. 2 identifies opportunities for the City to be adaptable.

“Through the development of the new scheme it has been identified that approximately 27.5 per cent of households contain only one person but approximately 76.1 percent of households contain three bedrooms or more,” he said.


“This tells us that it’s worth looking at changes to the zoning and density requirements of the new draft local planning scheme. This will aim to facilitate more one and two bedroom residential dwellings in places closer to the centre of town or near shopping precincts, to enable the provision of diverse affordable housing opportunities. Insights like these are going to ensure our City is where it needs to be in the years ahead.”
