Gladville Structure Plan | Community Reference Group
The City of Albany invites expressions of interest from community members to participate in a Community Reference Group (CRG) for the preparation of the Gladville Structure Plan.
This is an opportunity to contribute local knowledge, perspectives, and ideas to help shape the future of the McKail locality.
About the Project
The City of Albany, in partnership with TBB Planning, is preparing the Gladville Structure Plan, which will guide the long-term planning and development of land within the McKail locality. The project area is shown in Figure 1.
The Structure Plan will establish a planning framework to help:
- Guide future residential development and land use
- Improve public spaces and neighbourhood amenity
- Support housing diversity and choice
- Enhance local services and accessibility
- Create a vibrant, sustainable, and well-connected community
Community insight is critical to ensuring the Structure Plan reflects local knowledge, community values, and long-term aspirations. The Community Reference Group will play an important advisory role in informing this work.

About the Reference Group
The Community Reference Group will provide a structured forum for discussion and collaboration throughout key stages of the project. The group will:
- Share local knowledge and lived experience
- Provide feedback on emerging ideas and planning options
- Help identify opportunities, challenges, and community priorities
- Act as a sounding board at key project milestones
The Community Reference Group is advisory in nature. Final planning decisions remain the responsibility of the City of Albany and the Western Australian Planning Commission (WAPC).
What’s Involved?
Community Reference Group members will be asked to:
- Attend approximately 2–3 meetings or workshops between April and May 2026
- Participate in respectful and constructive discussion
- Review information provided prior to meetings
- Provide early feedback on strategic direction or emerging ideas following formal CRG meetings (2026-2027)
Meetings will be held in person and are expected to run for approximately two hours.
Participation is voluntary.
Who Should Apply?
We are seeking a diverse and balanced group of participants who:
- Live, work, own property in, or regularly use the project area
- Represent local businesses, community organisations, or interest groups
- Include First Nations representatives and perspectives
- Bring lived experience or a strong interest relevant to the project
- Are willing to engage respectfully and consider a range of viewpoints
Applications from people of diverse ages, backgrounds, and experiences are strongly encouraged.
Selection Process
Membership will be determined through a merit-based assessment process aimed at achieving:
- A manageable group size (approximately 10–12 members) to support meaningful discussion
- A diversity of perspectives and experiences
- Balanced representation across residents, landowners, business operators, developers, and community groups
Please note that not all applicants may be selected.
The City of Albany will assess applications and notify all applicants of the outcome.

Community Reference Group members will be expected to:
- Attend and actively participate in meetings
- Review materials provided in advance
- Share relevant knowledge and perspectives constructively
- Engage respectfully and consider differing views
- Maintain confidentiality where required
- Declare any actual or perceived conflicts of interest
