City of Albany approves updated Noise Management Plan for Motocross Precinct at Albany Motorsport Park
The City of Albany has approved an updated Noise Management Plan (NMP) for the Motocross Precinct at Albany Motorsport Park following a determination by the Minister for the Environment on 4 March 2026.
The updated plan was revised by Albany Motorsport Venue Incorporated (AMV Inc.) to give effect to the outcome of the formal appeals process conducted under the Environmental Protection Act 1986.
City of Albany Chief Executive Officer Andrew Sharpe said the approval establishes a clear and enforceable framework for the operation of the Motocross Precinct.
“The updated Noise Management Plan provides greater clarity, certainty and accountability for both venue operators and the community in relation to the Motocross Precinct,” Mr Sharpe said.
The revised plan introduces:
- clear annual limits on the number of activity days;
- defined limits for training, coaching and event activities;
- improved notification requirements for nearby residents;
- strengthened complaints handling processes, including faster response timeframes;
- enhanced record keeping and transparency requirements; and
- a requirement for the plan to be reviewed within three years.
National-level events are not included within the scope of the approved operations.
The approval applies only to the Motocross Precinct and does not extend to other tracks or components of Albany Motorsport Park, including the recently completed Black Track Stage 1B works, which remain subject to separate approvals and regulatory processes.
Should future activities within other precincts require a Noise Management Plan, these would be addressed through separate approvals or, where appropriate, through a future amendment process to ensure coordinated and effective noise management across the venue.
Under State legislation, motorsport venues may operate under an approved Noise Management Plan where compliance with standard assigned noise levels is not reasonably practicable. The approved plan establishes the conditions under which the Motocross Precinct may operate while managing impacts on nearby landholders and the surrounding community.
Mr Sharpe said the outcome reflects the findings of the independent Appeals Convenor and the determination made by the Minister for the Environment.
“The plan recognises the role of the motorsport park as a regional facility, while ensuring appropriate protections for residents near the Motocross Precinct.”
