Draft Frenchman Bay Foreshore Management Plan

Extensive erosion at Frenchman Bay impacting vehicle access, parking, boat launching and recreational facilities prompted the City to engage a consultant in 2021 to prepare a Coastal Hazard Risk Management and Adaptation Plan (CHRMAP). One of the key recommendations of the CHRMAP was the development of a Foreshore Management Plan (FMP) to address ongoing erosion issues and site constraints. The City has since engaged a consultant to prepare the Draft Frenchman Bay Foreshore Management Plan.

The City is now seeking community feedback on the Draft Frenchman Bay Foreshore Management Plan to help refine and inform the final plan prior to Council consideration and adoption.

Community members wishing to provide feedback can complete the Public Comment Survey. Before providing feedback, please review either the full Foreshore Management Plan or the relevant sections of the plan, including the Concept Master Plan and Recommendations Table linked on this page.

Public Comment Survey

The draft plan outlines a long‑term approach to managing coastal erosion risk while protecting Frenchman Bay’s environmental, cultural heritage and recreational values.

Key elements of the draft plan include:

  • managed retreat, including the relocation of infrastructure away from erosion-prone areas over time;
  • soft coastal protection measures such as regrading, revegetation and sand management;
  • changes to site access, including reduced vehicle access and a greater focus on pedestrian use; and
  • protection of cultural and archaeological heritage values.
