The City of Albany has received a Joint Development Assessment Panel (JDAP) application to use and/or develop land for the following purpose and public comments are invited.

 

Location

Lot 10 Flinders Parade, Middleton Beach, 6330

 

Proposed development

The development application is for a hotel, including associated food and beverage and retail offerings.

 

The development comprises:

  • 69 serviced apartments consisting of:
    • 47 x 1 bedroom serviced apartments;
    • 19 x 2 bedroom serviced apartments;
    • 3 x 3 bedroom serviced apartments
  • A ground floor food and beverage tenancy, open to the public and including outdoor dining within the adjacent public realm, that is intended to trade under a ‘tavern’ licence;
  • A ground floor retail tenancy; and
  • Internal car parking facilities.

 

Variations to the City of Albany Local Planning Scheme No.1 (LPS1) and the Middleton Beach Activity Centre Structure Plan

  1. The City of Albany Local Planning Scheme No.1 (LPS1) requires a total of 216 car parking bays to be provided on-site. The application proposes to provide 191 bays in total (75 bays on-site dedicated to guest and staff parking) with 116 bays being provided of-site through cash-in-lieu payment.
  2. The City of Albany Local Planning Scheme No.1 requires not less than 50% of the total amount of carparking required to be provided on site before accepting cash-in-lieu payments. The application proposes approximately 35% of the required car parking on-site.
  3. The Middleton Beach Structure Plan envisages development height to be limited to 1-3 stories adjacent Public Open Space and Flinders Parade. The application proposes a height of between 2 and 5 stories adjacent the Public Open Space and between 5 and 8 stories adjacent Flinders Parade.
