Council Strategies and Plans


The City of Albany undertakes planning in accordance with the Local Government Integrated Planning & Reporting Framework. Our principal guiding document is the Council Plan, which integrates the Strategic Community Plan and Corporate Business Plan.

Council Plan 2026 - 2036

The Council Plan represents the City's overarching strategic planning document to guide decision-making, resource allocation and service delivery. 

The Plan provides
• A long-term (10 year) vision for the community;
• Strategic priorities and measures; and
• A medium-term (4 year) plan for delivery of actions.

Annual Reports

Our Annual Reports are developed at the end of each financial year. They provide an overview of our performance, financial position, and key achievements for the year.

Annual Budgets

The Annual Budget is a financial plan for funding the services, facilities and infrastructure for the community so that Albany is a great place to live, now and into the future. The Budget is informed by the Long Term Financial Plan and is governed by the Local Government Act 1995 and the Local Government (Financial Management) Regulations 1996. The Budget is generally adopted by Council in July each year.

Community Surveys

Every two years, the City has conducted a MARKYT® Community Scorecard to understand how residents feel about Albany as a place to live, work and visit. It provides feedback on what the City is doing well, and where improvements can be made.
